Definition and Timeline
An account is deemed dormant when power is available but remains unused and unpaid by the Member for a continuous period of one year. Upon meeting this condition, Bartholomew County REMC (BCREMC) shall, at its sole discretion and at its own expense, initiate removal of the meter and any associated Cooperative-owned facilities from the property.
Notification of Intent to Remove Facilities
Before removing any facilities, BCREMC shall make a reasonable attempt to notify the current property owner. Notice will be mailed to the last known address of the property owner. The notice will inform the owner that the metering point and/or account have been dormant for more than one year and that the removal of equipment is being considered.
Option to Retain Facilities
The property owner shall have the option to retain the existing service facilities by agreeing to pay the monthly service fee set by BCREMC. If the property owner accepts this option, billing will commence immediately. If the property owner does not respond or declines, BCREMC shall proceed with removal of facilities at the time of its choosing.
Failure to Respond or Pay
If the property owner fails to respond to the notice within thirty (30) days, or if they later fail to continue paying the required monthly service fee, such inaction will be deemed as consent for BCREMC to retire the facilities. Removal will be performed at the Cooperative’s expense and according to its schedule.
Ongoing Service Fee
Where a property owner elects to retain dormant facilities, the monthly service fee shall be billed and due each month, with payment required by the standard billing due date.
Reinstallation of Facilities
If service facilities have been removed pursuant to this regulation and the property owner later requests reinstallation of electric service, the installation will be performed in accordance with the BCREMC line extension rule and contribution-in-aid-of-construction policy in effect at the time of the request.
